He was also part of the UN Legal Identity Taskforce, the Global Civil Registration and Vital Statistics Group and the Core Group of Africa Programme on Accelerated Improvement of Civil Registration and Vital Statistics. His work continues to shape global strategies to safeguard children\u2019s right to legal identity and protection from exploitation, violence, and abuse. He currently serves on the Board of Trustees for the Consortium for Street Children and the Policy Board of WeProtect Global Alliance to End Child Sexual Exploitation Online. He also collaborates with Child Identity Protection as an expert on children\u2019s legal identity. He is coordinating the Africa Programme for Accelerated Improvement for Civil Registration and Vital Statistics (APAI-CRVS) which has the objective to provide management and programmatic guidance to the African agenda of reforming and improving CRVS systems. The regional programme provides guidance on the institutional and operational linkages, workflows and results management mechanisms in a more comprehensive and holistic manner, encompassing the inter-disciplinary and inter-sectoral interfaces of CRVS systems. He also coordinates the implementation of United Nations Legal Identity Agenda, aimed at establishing a mechanism for conferring legal identity to all in a continuous, universal and inclusive manner, from birth to death. He is a Physician and Epidemiologist with over 25 years of broad range of global expertise in health systems strengthening. In 2014, he led a multi-sectoral, multi-agency, and multi-country group to develop the 10-year Global Civil Registration and Vital Statistics (CRVS) Scaling up Investment Plan released in May 2014, which helped to galvanize global efforts to address the deficient civil registration and national identification systems in 110 low and middle income countries. He is a top global CRVS expert, authored journal articles, and was the previous Chair of the Interagency Global CRVS Group. He also led several international experts to develop the first-ever 21st century state-of-the-art comprehensive <a href=\"https:\/\/www.worldbank.org\/en\/olc\/course\/34651\" target=\"_blank\" rel=\"noopener\">CRVS e-Learning course<\/a>, which is available in English, French and Spanish and has been taken by about 7,000 people from about 160 countries. Sa formation acad\u00e9mique solide lui a permis de d\u00e9velopper des comp\u00e9tences pointues en gouvernance publique, en politique de d\u00e9veloppement et gouvernance territoriale.<\/p>\n<p>Avant de prendre la t\u00eate de l&#8217;Agence nationale de l&#8217;\u00e9tat civil, Monsieur Aliou Ousmane SALL a occup\u00e9 divers postes de responsabilit\u00e9 au sein de l&#8217;administration s\u00e9n\u00e9galaise. Il a commenc\u00e9 sa carri\u00e8re professionnelle en 2011 dans la conception des politiques de d\u00e9veloppement territorial \u00e0 la Direction de l\u2019Am\u00e9nagement du territoire avant de rejoindre l\u2019Agence de D\u00e9veloppement local (ADL). She assumed this role in 2024, following her tenure as Deputy Representative with UNICEF Algeria.<\/p>\n<p>Mrs. Hassan brings extensive multidisciplinary experience in social policy, results-based management, evaluation and research, entrepreneurship and capacity development across Africa. Prior to her assignment in Algeria, she served as Chief of Social Policy, Planning and Monitoring in Benin, and as Chief of Social Policy, Advocacy and Evaluation in Burundi. In these roles, she led efforts to strengthen evidence generation, data analysis, and evidence-based policy advocacy to enhance outcomes for children.<\/p>\n<p>Before joining UNICEF, Mrs. Hassan held several academic positions at the University of Djibouti, where she taught development economics and contributed to research.
