Este informe, junto con el trabajo liderado por personas adoptadas y supervivientes del Proyecto Clann (2) y otros informes de investigaci\u00f3n publicados por el Departamento de Infancia de Irlanda en los \u00faltimos meses (3), hace referencia a la generalizaci\u00f3n de la inscripci\u00f3n ilegal de padres &#8220;adoptivos&#8221; en lugar de padres naturales en los certificados de nacimiento de los ni\u00f1os y ni\u00f1as, como m\u00e9todo para evitar las leyes de adopci\u00f3n en general y para realizar adopciones ilegales en ausencia de una legislaci\u00f3n que autorice la adopci\u00f3n en el extranjero. Aunque entre sus recomendaciones figura la de que &#8220;las personas adoptadas deber\u00edan tener derecho a sus certificados de nacimiento y a la informaci\u00f3n asociada al mismo&#8221;, la Comisi\u00f3n de Investigaci\u00f3n fue muy criticada por negarse a facilitar a las personas supervivientes y a las personas adoptadas cualquier acceso a sus datos personales u otros registros en sus archivos, y por negarse a dar a los supervivientes o a las personas adoptadas la oportunidad de dar su testimonio en p\u00fablico (2).
