June 2025, World: New OHCHR Report on Education for Every Child

The Office of the United Nations High Commissioner for Human Rights recently published a report on accessible, inclusive, equitable and quality education for peace and tolerance for every child, especially children in the most vulnerable situations (A/HRC/59/33). This report was prepared for the fifty-ninth session of the Human Rights Council, pursuant to its resolution 54/5.

It emphasises the role of education in building lasting peace and provides an overview of the many efforts made internationally to ensure the right to education. In particular, it addresses the challenges and obstacles still to be overcome to guarantee a universal enjoyment of that right, whilst also highlighting promising practices around the world.

One of these challenges is a lack of legal identity: as part of the child rights-based approach to promoting equal access to education, the report acknowledges the importance of birth registration, stating that “ensuring children’s legal identity, notably through birth registration, is a fundamental measure enabling access to education and a crucial step towards achieving equality in education” (see Para. 41). Child Identity Protection (CHIP) welcomes this recognition of the necessity of a legal identity and particularly birth registration, as CHIP advocates for universal birth registration, promoting the right to identity and family relations in all stages of childhood.
