Strengthening catch-up birth registration mechanisms through schools 

Child Identity Protection (CHIP) is honoured to be partnering with Direction Générale de l’Administration du Territoire DGATUNICEF Côte d’Ivoire and other relevant partners to strengthen the implementation of the innovative law 2018-863 which provides a framework for catch-up birth registration in schools. While priority should always be on law 2018-862 and registering children immediately after birth, the reality is that over 1.2 million children in primary school in 2024 did not have birth certificates. A birth certificate is needed to sit end of year primary school exams to continue tosecondary school. Complementary research on obstacles to registering children within the 3 month legal deadline is also being undertaken by a national consortium of experts, who worked closely with CHIP.

This research (remote and in-country) sought to identify promising practices to scale up across the country to ensure that no child is left behind. The recent mission saw the team meeting with over 215 stakeholders and learn from those working in schools, Mayors, Sous-Prefects, Judiciary, and community/religious leaders who know best what works best.
