Africa will commemorate the Eighth Civil Registration and Vital Statistics (CRVS) Day on 10 August 2025, under a theme that highlights civil registration as the backbone for trusted, inclusive digital identity systems. Strong CRVS systems make everyone visible, protect rights, and enable access to essential services laying the foundation for inclusive, resilient societies.
This year also marks the 15th anniversary of the Africa Programme for Accelerated Improvement of CRVS (APAI-CRVS), the continent’s flagship initiative to make ‘Everyone Visible in Africa.’ As we celebrate this milestone, let’s renew our commitment to build CRVS systems that are digital, interoperable, and people-centred helping countries deliver on SDG 16.9 (legal identity for all by 2030), Agenda 2040 (An Africa Fit for Children), and the African Union’s Agenda 2063 vision of inclusive growth and sustainable development.

África conmemorará el octavo Día del Registro Civil y Estadísticas Vitales (CRVS) el 10 de agosto de 2025, bajo un lema que pone de relieve el papel esencial del registro civil como piedra angular de sistemas de identidad digital confiables e inclusivos. La consolidación de sistemas CRVS sólidos garantiza la visibilidad de todas las personas, la protección efectiva de sus derechos fundamentales, y el acceso equitativo a los servicios esenciales, constituyendo así el fundamento de sociedades resilientes e inclusivas.
Asimismo, el año 2025 marca el quinceavo aniversario del Programa Africano para la Mejora Acelerada del CRVS (APAI-CRVS), la principal iniciativa continental orientada a “hacer visible a toda persona en África”. Esta efeméride constituye una ocasión propicia para reafirmar el compromiso de los Estados Miembros con el desarrollo de sistemas CRVS digitales, interoperables y centrados en las personas, contribuyendo de manera decisiva al cumplimiento del Objetivo de Desarrollo Sostenible 16.9 (garantizar una identidad jurídica para todos antes de 2030), de la Agenda 2040(“Un África adecuada para la infancia”) y de la visión de la Agenda 2063 de la Unión Africana para un crecimiento inclusivo y un desarrollo sostenible.

Webinaire – Journée 2025 de l’enregistrement des faits et de statistiques d’état civil en Afrique
« L’Etat Civil comme Socle des Infrastructures Publiques Numériques et des Systèmes d’Identité Juridique Numérique en Afrique »
L’Afrique commémorera la huitième Journée africaine des systèmes d’enregistrement des faits et de statistiques d’état civil (CRVS) le 10 août 2025, autour d’un thème mettant en exergue le rôle fondamental de l’enregistrement de l’état civil en tant que pilier de systèmes d’identité numérique fiables et inclusifs. Des systèmes CRVS robustes assurent la visibilité de chaque individu, garantissent la protection des droits fondamentaux, et facilitent l’accès aux services essentiels, jetant ainsi les bases de sociétés inclusives et résilientes.
L’année 2025 marque également le quinzième anniversaire du Programme Africain pour l’Amélioration Accélérée des systèmes CRVS (APAI-CRVS), initiative continentale de référence visant à « rendre chacun visible en Afrique ». À l’occasion de cette commémoration, il est opportun de renouveler l’engagement des États membres en faveur de la mise en place de systèmes CRVS numériques, interopérables et centrés sur les besoins des populations, contribuant ainsi à la réalisation de l’Objectif de développement durable 16.9 (garantir une identité juridique pour tous d’ici 2030), de l’Agenda 2040 (« Une Afrique digne de ses enfants »), ainsi que de la vision de l’agenda 2063 de l’Union Africaine pour une croissance inclusive et un développement durable.

Cornelius WILLIAMS
Child Identity Protection, Senior Child Protection and CRVS Expert (moderator)
Cornelius Williams is a highly respected expert with over 35 years of experience in global child protection programming and child rights advocacy. He has worked with international organisations like UNICEF and Save the Children to improve protection for children from exploitation, violence, and abuse.
As the former Global Director for Child Protection at UNICEF, Cornelius led several humanitarian and developmental programmes in various child protection areas. He has served on multiple Advisory Boards, including ID4Africa, CPC Learning Network, and Changing the Way We Care. Cornelius has served on several UN committees, such as the UNFPA-UNICEF Joint Programme on Female Genital Mutilation and the Global Programme to End Child Marriage. He was also part of the UN Legal Identity Taskforce, the Global Civil Registration and Vital Statistics Group and the Core Group of Africa Programme on Accelerated Improvement of Civil Registration and Vital Statistics. His work continues to shape global strategies to safeguard children’s right to legal identity and protection from exploitation, violence, and abuse. He currently serves on the Board of Trustees for the Consortium for Street Children and the Policy Board of WeProtect Global Alliance to End Child Sexual Exploitation Online. He also collaborates with Child Identity Protection as an expert on children’s legal identity. He is a national of Sierra Leone and holds a Master of Arts in International Child Welfare from the University of East Anglia in the UK.

William MUHWAVA
Chief, Demographic and Social Statistics African Centre for Statistics, United Nations Economic Commission for Africa
William Muhwava is the Chief of Demographic and Social Statistics Section at the African Centre for Statistics of the United Nations Economic Commission for Africa. He holds a Doctorate in Medical Demography from the London School of Hygiene and Tropical Medicine, University of London. He is a Demographer and has worked with national statistical offices, universities and international organizations. In his current capacity, he leads the section that has the core functions of supporting countries in the collection, production, analyses and use of demographic and social data collected through censuses, civil registration, population registers and household surveys. He is coordinating the Africa Programme for Accelerated Improvement for Civil Registration and Vital Statistics (APAI-CRVS) which has the objective to provide management and programmatic guidance to the African agenda of reforming and improving CRVS systems. The regional programme provides guidance on the institutional and operational linkages, workflows and results management mechanisms in a more comprehensive and holistic manner, encompassing the inter-disciplinary and inter-sectoral interfaces of CRVS systems. He also coordinates the implementation of United Nations Legal Identity Agenda, aimed at establishing a mechanism for conferring legal identity to all in a continuous, universal and inclusive manner, from birth to death. Currently, the work has been extended to include the United Nations Legal Identity Agenda and National Population Registers. He coordinates the Africa Census Program.
